The Fauquier County Board of Supervisors recently approved an ordinance to amend section 208.7 of the Design Standards Manual to add a provision for the issuance of early grading permits to facilitate development of commercial, industrial and governmental projects.

Small Business Certification

Effective May 1, 2008, Carson/Ashley's application for Small Business Certification was approved by the Virginia Department of Minority Enterprise (DMBE). Small Business certification is available to businesses with 250 or fewer employees and under 10 million in gross revenues.

Rezoning Approved     
4/11/2008
On February 14th, the Fauquier County Board of Supervisors approved the rezoning application for Wexford Mews, LLC. Wexford Mews, a 9.81 acre parcel previously zoned Residential (R-4) has been rezoned to Commercial - Highway (C-2) subject to the conceptual development plan and proffer statement prepared by Carson/ Ashley. Wexford Mews, LLC was represented by Jim Carson and Amy Pritchard.

SUCCESSFUL EVENING AT TOWN COUNCIL

At the February 12th Warrenton Town Council meeting, The Fauquier Bank received unanimous approval for it’s Special Use Permit (SUP) to permit drive-thru service for their proposed new branch location across Lee Highway from the new Northrock Shopping Center. The special permit process was initiated in early December and moved swiftly from the initial concept to final Town Council approval in just 2 months. Chuck Floyd, a senior land planner with Carson/ Ashley presented this project to the Planning Commission in January which also approved the SUP unanimously.

BIG DAY AT THE BZA

At the February 7th Fauquier County Board of Zoning Appeals (BZA) meeting, Carson/ Ashley received unanimous approvals on two commercial projects: The Buckland Farm Market at Avalon Farm and Piedmont Investments, Lot 3R for Miller Brothers, Inc. Chuck Floyd, a senior land planner with Carson/ Ashley successfully represented both projects.
Buckland Farm Market – This project is a highly visible project situated at the intersection of Route 676, Riley Road & Route 29 north in New Baltimore. This project required special permit approval for a Farmers Market in the rural RA zoning district. The Buckland Farm Market is currently located in Prince William County just north of the proposed location and is anxious to re-open in Fauquier County this spring. Carson/ Ashley is very pleased to be a part of this project which befits the character and good will of the area.
Piedmont Investments, Lot 3R. – Miller Brothers, Inc. sought BZA approval for a proposed 28,200 SF commercial building to be located on Old Stockyard Road in Marshall, VA. In the C-1 commercial zoning district, a building of this size will generally require special permit approval when the proposed office and/ or retail use exceeds 5,000 SF. This building will serve as the future home of Miller Brothers, Inc. and will also provide up to 14,100 GSF for retail use. This project is also a good example of working creatively with the Client & Fauquier County. Peter Schwartz, Marshall District Supervisor, proposed a more creative concept and, with the help of County Staff & the BZA, the project now better reflects the ideals of the Marshall redevelopment vision.

MARSHALL COMMUNITY AND CARSON/ ASHLEY – WORKING TOGETHER

The Board of Directors of the Northern Piedmont Community Foundation informed our firm that Carson/ Ashley has been selected to receive a grant. This grant is made possible through the generosity of the Marshall Business and Residents Association Fund at the Northern Piedmont Community Foundation. Carson/ Ashley has assisted Marshall with planning and engineering services in support of the Marshall Main Street project. This grant will cover our direct engineering design & analysis expenses while we continue to provide general consulting services on a pro-bono basis. We are grateful to the Marshall Business and Residents Association and the Northern Piedmont Community Foundation.

Jim Carson appointed Vice Chair of Fauquier County Chamber of Commerce Economic Development Committee:

At the annual strategic planning meeting of the Fauquier County Chamber of Commerce, Jim Carson, was re-appointed as the vice chairman of the Chamber’s economic development committee. This will be a year long commitment. Jim’s committee is comprised of Ray Knott, Vice President of BB&T; Talmage Reeves, Economic Development Director for Fauquier County and Patricia White, Marketing Manager of the Vint Hill Economic Development Authority.

The Engineers and Surveyors Institute (ESI) awarded Carson/ Ashley with their 2007 award for “Quality Plan Production” in Fauquier County. All major site plans, final plat applications, new and re-submitted construction plans must be reviewed by ESI prior to submission to Fauquier County. Each year, ESI reviewers vote on which firm consistently submitted the highest quality plans over the past year. The award was presented by Rick Carr, AICP, and Director of Fauquier County Community Development. Accepting on behalf of Carson/ Ashley was Jim Carson, President; Carol Schumacher, Mollie Bednarowski and Brad Connolly. Thank you to our Engineering Division for a job well done and their well-deserved recognition.

Joey McVearry has joined Carson, Ashley & Associates as a Surveyor III in our Surveying division. Joey, a Fauquier High School graduate, brings over 10 years of surveying experience ranging from instrument operator positions to department manager. Carson/ Ashley recently celebrated major anniversaries for two of our valued employees.

James Comer, who joined the company in 1982, recently celebrated his 25th anniversary with our company. James has worked in our survey division since his arrival starting as survey rodman and currently splitting duties in the field as a survey party chief and in the office computing work for the field crews. We greatly appreciate James’ many contributions to the company and his dedicated service.

Also celebrating a major milestone, David Heflin recently celebrated his 20th anniversary. David began his career with Carson/ Ashley as a draftsman and has made himself invaluable to our team. Today, David is a survey technician responsible for preparing survey and engineering drawings using the latest AutoCAD & Carlson coordinate geometry software.

Both James & David represent the best of what Carson/ Ashley offers and we want to acknowledge their valuable contributions and express our sincere gratitude for their loyalty and dedication to their careers.

10th Anniversary Celebration Continues

Carson/ Ashley hosted the Fauquier Chamber's After 5:00 social on June 21, 2007 to celebrate our 10th Anniversary. Over 250 friends, Clients & Chamber members attended the Summer Solstice party catered by The Inn at Vint Hill with music provided by The Shields Brothers Band featuring a cameo performance by our own Bob Counts. Special thanks go to Kim Carson & Les Nichols. As with all Carson/ Ashley events, Kim planned & attended to every small detail that made this a special event and set a new standard for After 5:00's. Les attended to many details in the months leading up to our big night ensuring it was memorable evening for all.

Moving Dirt

Carson/ Ashley is pleased to announce two more projects approved and under construction. Old Town Athletic Club – Carson/ Ashley obtained site plan approval from the Town of Warrenton for a new 23,000 sf building located on Walker Drive and work began immediately. Owners Mike and Kim Forsten are elated and looking forward to the new home for their business. Also benefiting from this milestone is The Boys & Girls Club of Warrenton who are one step closer to their new permanent location in Old Town's current building on Keith Street. Dr. Smith – Work has begun on a new 9,500 medical/office building at the intersection of Fletcher Street & Oak Shade Drive in the Town of Warrenton. This building to be owned by Dr. Doug & Kelly Smith who will occupy a portion of the building with their business, Advantage Health Chiropractic. Phil Clark of Dominion Construction Group is working toward completion of the building by the end of the year.

Celebrating our 10th Anniversary

January 1, 2007 marks Carson/ Ashley's 10th anniversary. In 1997, Jim Carson purchased James H. Harris & Associates a long-standing surveying firm located on 39 Garrett Street in Warrenton. At that time, the firm employed nine people, six of whom remain with the firm. The past ten years have brought many changes including a move to our new, modern office in the Lineweaver Technology Park, the addition of Rick Ashley as a partner in the firm and, thankfully, significant growth. Carson/ Ashley currently employs 28 people making Carson/Ashley the largest land-use consulting firm based in Fauquier County. And we continue to grow. We look forward to many more successful years and extend our thanks to the friends, Clients and supporters that have made the past 10 years so successful.

Fauquier Chamber of Commerce Board of Directors Executive Committee Carson/ Ashley is pleased to announce the selection of Jim Carson to the Fauquier Chamber of Commerce’s Executive Committee. Jim will serve as Chair of the Chamber’s Economic Development Committee tasked with identifying & implementing the Chambers economic development initiatives. 2007's plan includes enhancing the business-to-business connections within the Chamber, working with the Town of Warrenton & Fauquier County to keep business issues high on their agenda and generally taking a lead role in defining the future business environment in our community.

A New Addition to our Engineering Division

Mr. Brad Connolly has joined the Carson/Ashley Engineering division. Mr. Connolly comes to us with over 6 years of Civil Engineering and Land Surveying experience. His engineering experience has included bridge, road, sanitary sewer and storm sewer design. In addition, he has prepared erosion and sediment control plans, grading and site plans. Prior to this engineering experience, Mr. Connolly worked in the land surveying department performing deed research, drafting, property line, utility and house location surveys.

We are pleased to announce the promotion of three key employees at Carson/Ashley. Ms. Amy Pritchard has been promoted to Manager of our Land Planning Department. With Carson/Ashley since 2001, Amy has over thirteen years of Land Planning experience in both the public and private sector. Amy’s contribution to our firm’s growth and success these past five years makes this promotion well deserved. Mr. Robert Counts has been promoted to Chief Operating Officer of Carson, Ashley & Associates, LLC. Bob began his career at Carson/Ashley in 2003 bringing over thirty years of land-use planning and development experience. Under his leadership, Carson/ Ashley has established itself as the premier land planning company in Fauquier County. In this new position, Bob will now oversee the daily operations of all three divisions of our firm - Land Planning, Surveying and Civil Engineering. Ms. Lori Blevins has been promoted to Chief Financial Officer for Carson, Ashley & Associates, LLC. Ms. Blevins joined the firm in 1980. During her tenure, Lori has served the company in many ways, first with James H. Harris & Associates then continuing the past 10 years with Carson/Ashley. Since 1983, she has served as our office manager, contract administrator and as a surveying project manager. Lori’s new role is a natural progression and brings with it the recognition of the skill and quality service she brings to our Clients and Company.

Senior VP Elected to ESI Board of Directors

Rick Ashley serves on ESI Board of Directors. In January, 2006 Rick started a two year term. Fauquier County continues to set record growth rates causing the plan review and approval process to become very lengthy and contentious. The ESI Committee oversees the ESI program as it relates to issues and policy within Fauquier County and addresses policy, procedure and technical issues that impact land development in the area. In other ESI news, From the ESI Website: ‘...to assist in the review of all subdivision and site plans before the proposed development can proceed to the County for approvals. Then as now, all subdivision and site plans involving land must be reviewed and approved by various County agencies before the proposed development can proceed. Similarly, any such plans involving access to a public road must also be reviewed and approved by VDOT. Both design firms and area jurisdictions brought on new staff to cope with the increased workload. Often this staff was not knowledgeable of the rules and regulations necessary for plan approval. Although populated with excellent professionals, frustration with the process was evident with both the public and private sector. This frustration led to the incorporation of the Engineers & Surveyors Institute in December 1987. ESI has been active in the assessment of the quality of a wide variety of plan types currently being submitted to public review authorities, exploration of quality control measures, and the formulation of quality improvement procedures to increase the caliber of submittal plans. A primary objective for the partnership has been to determine ways in which the time for plan approval may be reduced in Virginia jurisdictions. Addressing local and regional technical issues is a major activity of ESI through standing and ad hoc committees. ESI has formed committees of public and private sector representatives for each jurisdiction that participates. These committees oversee that program as well as address policy, procedure and technical issues. Regional committees are formed to deal with region wide issues. Past committees have developed a best management practices (BMP) manual, published an ADA guideline, developed standards for CADD usage, and explored electronic review and submission of plans among others.’

Engineering for the Real World

Excerpts taken from a news article in the March 15, 2006 edition of the Fauquier Times Democrat. Mollie Bednarowski helps build bridge in Guatemala. Applying book knowledge to real-world situations is one of the things engineers have to do in their professional lives. Mollie Bednarowski of Carson, Ashley & Associates, LLC in Warrenton recently found that out for herself. “I graduated from Marquette University in June 2005, and most engineering schools have seniors do some reallife work before you graduate,” Bednarowski said. ...“And every year, the bridge has gotten longer. This year it was 67 feet long.” Bednarowski, 24, said that after helping build a bridge in 2005, she wanted to go back and help build another one this year, after she had started work at Carson, Ashley. The bridge was built in 15 working days. “It’s a concrete-reinforced steel bridge, what’s called a concrete T-beam bridge,” Bednarowski explained. “It goes across the river Rio Grande Motgua, which is the longest river in Guatemala.” The bridge was not a bridge to nowhere. It has a purpose. “The bus company said that if we built the bridge, they will put a bus route in from one village to another, and now the villagers that we worked with will have access to free health care.”

Carson/ Ashley continues to actively participate in the Piedmont Virginia Building Industry Association (PVBIA), the Northern Virginia Building Industry Association (NVBIA) and the Engineering & Surveyors Institute (ESI). These trade associations and oversight committees help to give a voice to our clients regarding local and state regulatory issues and ensure that Carson - Ashley is kept abreast of items that impact land planning and development. At Carson - Ashley we also support our local community through several charitable outreach programs. Members of Carson - Ashley participated in the Fauquier County Working Together/ Bright Stars Golf Tournament. On December 8th the Engineers and Surveyors Institute (ESI) awarded Rick and his team two awards for 2005, Best in Quality Plan Production and Best in Quality plan submission. Fauquier County has partnered with ESI for first review of all new and resubmitted construction plans, major site plans and final plat applications. Congratulations to Rick, Chris, Milford, Carol, Mollie and Melanie!
